where did you see that count? Was it on a Dashboard or in a project? Was it on a board or somewhere else?
Generally speaking you could create a filter and show the result in Gadgets on a Dashboard but that might not at all be what you are looking for.

Don't remember having a number displayed there...
To keep track of active tickets per person you could use a dashboard gadget, such as Two Dimensional Filter Statistics gadget configured with the board's filter and to display stats by Assignee and Status.

I would second @Danut M _StonikByte_ in saying that I've never seen an issue count there.
Maybe you are talking about the Backlog view? You get an Overview of the Items in each StatusCategory for your first Kanban Column (or your active Sprint if it's a Scrum Board) as well as the Backlog.
Have you maybe switched off the Backlog function in your Board?
