but it is not easy to find the plugin.

"Not easy to find"? Have you tried typing "test" into the "find new add-ons" page in Jira?

It'll give you a load of test management options. If your Jira cannot reach the marketplace, then have a look at https://marketplace.atlassian.com/search?product=jira&query=test
