teams-managed jira board issues

We are using teams-managed jira board to conduct our daily online scrum. Everyone in the team is added to the list. On the board, there are the names circle followed by drop down list of rest of the names of the team members. Issue is not everyone shows up in this list. Some names appear sometimes and not on other days. However need to use filter option to find a name which is not showing up in the circle view and drop down list. Most of the people showing up but some appear/disappear and others don't appear at all

Do all of the missing people have issues assigned to them on the board?

I believe only the avatars for the current user, "unassigned", and people with currently assigned issues appear.
