sub tasks block task (task transition)

I suspect you want to use the condition for sub-tasks block transition.  It's built in, so edit your workflow and add the condition to the transitions you need to block.  It lets you choose what sub-task status block the parent from moving (e.g. all subtasks must be resolved or closed before you can resolve or close the parent)
