sso and JIRA domain configuration without deployment of configuration file to domain

HI Atlassian,

Can you confirm, that if the domain is configured in JIRA, but the html file is not deployed or the domain remains unverified, there will be no impact to the account behaviour, other than that already documented for this change wrt private JIRA accounts i.e. the existing accounts remain private and logins will not be affected by partial configuration of a domain.
