If I understand your request right you want to have fields on issue creation to be mandatory be provided with information, for the type Bug

This would require you to use a Company Managed project template in your Jira project.

You can specify this is by creating a new Field Configuration, add this Field Configuration for the type Bug in the Field Configuration scheme.

Cloning is making a copy so all fields will be copied, there is no option to exclude fields or field information.

To have more options with cloning, marketplace apps like Deep-clone-for-jira could provide the options you require.
