smart replies are offered even though they have been deactivated

Hello, I deactivated the feature a few weeks ago under system -> general-configuration. Yesterday my users reported that it was offered to them again. However, Smart replies are still set to off. Any ideas?

I'm desperately trying to switch this crap off again.
(Forgive the choice of words, but this absolutely useless 'feature' really annoys me).
