I have a project and clients within that project. I need to allow the client to view all tickets in that project, without necessarily having opened that ticket. For example: Marina from the compliance team opened a ticket, João from the support team accessed the project and was able to view the ticket he opened and also the ticket Maria opened. How do I enable this option?

Community moderators have prevented the ability to post new answers.
I usually create a multi-user picker field. And then update the Permission Scheme to link that field to the Browse Projects permission. Then when you populate that field on a Work Item with a user, the user can now see that work item.
