restrict read access on work items in JIRA

Does anyone know of a way to restrict read access for certain work items in the backlog? For example, if desired, a user would only be able to see work items assigned to them? Or a user can only see work items with specific tags?

Not directly, but you probably want to use https://confluence.atlassian.com/display/JIRA/Setting+Security+on+an+Issue and then work your way up from that.

"Items assigned to user" is actually simple though - just change your permission scheme so "browse" only has "assigned to me" on it.
