Is there an api in JIRA which can import Active Directory files (so without permission to the Active Directory, because it is situated elsewhere)? Which functionality is available in JIRA?

I would like to have a remote API that can be used to retrieve and add data from AD or any other LDAP server to JIRA (for external usermanagement); not by using an AD account with relevant permissions on the AD server
