estimation is for the whole activity and it is not based on a single user activity. If you want to do that you need to split work based on a single user in different subtasks. The parent ticket will have a sum of all subtasks estimation.

Worklog author is user that added the worklog. You can define permission at project level so that only the assignee can workon issue.
It is interesting. Have I can do this? Maybe it's can help.

you can do that through the Permission scheme. WorkOn issue permission can be defined at your convenience
