"+" Icon Not visible on some Boards

In some boards the "+" icon to add columns to board is visible but, in some board, it is not visible, even though I am the admin still not able to see "+" icon in some boards.  What could be the Reason..?

Firstly, I would ask which type of project it is that, where the + button is not visible, Team-Managed or Company-Managed?
