"Whats new"- Banner in JIRA 6.0

Hi,

How can I inactivate in general as the administrator the "What's new"-Banner when JIRA 6.0 comes up. However, interested user should be able to show it via their profile.

You might have to selectively disable the modules if you want to show it under user profile.
