"Start Time" button generates "Error: You don't have a license."

I recently migrated JIRA and I am finding a what I think is a new button that is "Start Time". If I press it I get the the error that I don't have a license. What add-on provides this function? If this is part of Service Desk, why would this button appear for users who are not in the "service-desk-agents" group?

You can either generate an evaluation license or disable to addon to have this fixed.
