To quote for adding a new app, go to the marketplace, find the app, and look at the pricing page.

To quote for writing a new app, your developers will need to estimate the work involved in writing it, putting those estimates on to the stories and issues they're going to use to track the work, then you will be able to aggregate all of the estimates up into an approximate amount of effort, which your people can then say "it costs us X per day to do development and this piece is estimated at Y days, so the quote for your app is X*Y (+overhead, contingency and profit)"
