postgres Cannot add user, all the user directories are read-only.

I just finished a clean install of JIRA.  Created an empty database and granted all priv to the user that is connecting to the DB. 

 

When I try to add the system admin account, I get an error 

Cannot add user, all the user directories are read-only.

I tried creating a different user as well as a different database.  Same error every time
