We recently upgraded our jira server from 8.5 to 9.12.1 LTS
after upgrading , i can see a lot of plugins are showing as purchase and installation unavailable
could you please explain why ?

It's because Server is going away in a few weeks - apps for later versions of server that will become unsupported then are not available for purchase and install because they are not going to work any more.
You need to move to a Data Center licence, I think all of the ones on your list have DC versions available.
