on-prem test enviroment

We are building an integration to Jira, does Atlassian provide a test environment for an on-prem server version where can build and test against?

You can download server version and install. Evaluation licence is available for 30 days.

No, you need to provide it.

But the licence scheme does explicitly support it.  Install the Jira server version you want to run as a test rig as normal.  Go to your licence section on my.atlassian.com and find your production licence.  Beneath it, there is a link to a "developer licence".  This must not be used for production systems, but is reusable for as many development, test and dr/failover systems as you need to support your production system.
