notification for creating project

2. how can admin get notification for user that want to get permission to access JIRA ?

1.  By whatever means your users talk to your admins
2.  Same as 1

Most of us set up a JIRA project for handling the config of JIRA, often containing issue types such as "Project request" to handle new projects, and "user access" to add/change JIRA users permissions.  And then others for reconfigurations etc.
