not able to create users in restapi

i tried below post request for creating users, i am getting error.

URL: https://api.atlassian.com/ex/jira/{resource_id}/rest/api/3/user

Error Message:

 "OAuth 2.0 is not enabled for method: POST /rest/api/3/user"

there is an experimental rest API for that on the cloud https://developer.atlassian.com/cloud/jira/platform/rest/v2/api-group-users/#api-rest-api-2-user-post
