need to generate email for high or urgent level tickets

You can do that with an Automation For Jira rule that would send an email when the value of the field is changed to high or urgent.
Here is some information to get you started - it is a free product in Jira Cloud:

You can do this via global rules to apply to all projects also. You'll need to be a Jira Admin/Site Admin, go to Jira Settings > System > Automation Rules (left-hand menu).

So your rule would start with a Field value changed trigger.
Then add any conditions you want.
Next add a New Action for Send email.
