It depends on how long ago the product subscriptions were deactivated.
If it is possible to reactivate it, you can find directions for doing that here:

If it has been a longer period of time since it was deactivated Atlassian may have already permanently deleted the data.
When was it deactivated?
Were you using a Free subscription or paid subscription?
