make a Test Plan Read Only - No Change to Tests within Plan

Hi!

Is there a way to prevent Tests from being added to (or removed from) a Test Plan when the Test Plan is in a specified Workflow State?

I know I can make the fields of the Test Plan issue type read only by setting the property key of jira.issue.editable to false, but this doesn't seem to prevent adding or removing test cases.

Knowing that vendor, we could potentially look at their documentation.
