If we implement Atlassian access can users also login directly without SSO using just username and password?

If you do set up Atlassian access, you can choose for each user what their authentication policy is. For example, one user could be required to use SSO to sign in, and another could sign in using their own Atlassian managed password. You cannot configure a user so that they can sign in with BOTH SSO and the Atlassian managed password.
