locked Jira

Unable to create and acquire lock file for jira.home directory 'C:\Program Files (x86)\Atlassian\Application Data\JIRA'.

always shows this error, please provide me a permanent and a step by step solution.

There's no way to give you a fix for this, because we don't know what the problem is.

The most likely answers are that you have not given the correct permissions to the directories involved, or that the directory is owned by the wrong user.  Check that first.

If that is not the problem, then the next test is to log in as the user that Jira will run as, run a command shell (cmd), go to the directory mentioned and try a simple command to create a file.  That should give you an error message that tells you what the problem is.
