Welcome to the Atlassian community.
Do you have access to apps that extend the capabilities of workflow customization, like ScriptRunner, JMWE, or JWT?
With only native functionality, according to Google AI you should be able to do that with a Sub-task Blocking Condition.
I don't have a Data Center environment where I can validate that is an accurate suggestion.
There are other methods available if you have access to third party apps that extend the workflow functionality.
