So I wanted to send emails to people with filtered search results. I saw this thread

Is there a way to subscribe users to filters or they would have to do it themselves?

You might want to look at filter subscriptions https://www.atlassian.com/blog/jira-software/jql-the-most-flexible-way-to-search-jira-3-of-4
Just keep in mind that the users may not appreciate getting that type of email. One person in my organisation decided it was a good idea to send this, and a lot of people got creative with filters in their email inbox deleting these emails as spam.

Clarification: When I mean send them emails more of if they opt in to having those emails being sent to them.

We support the admin specifying recipients in Notification Assistant for Jira
