i have installed OutlookJira410.msi on one user machine. MSI got successfully installed on the users machine but the addin is not visible in outlook.If i run outlook as administrator it shows up. But i run outlook as normal user it is not visible.
This isn't an Atlassian question, so I'm afraid you might not get much luck.
The problem is that a plugin for outlook obviously doesn't have the right setup in the client's Outlook - that's a problem that needs solving in Outlook, it doesn't matter that the plugin is for Jira.
