jira 7.13 setup problem at "specify your licence key" screen

Hi all could anyone help me?

I couldnt pass the below screen. There is not any button or anything else . How i enter licence file and where is the jira admin panel?

In the provious screen i can't change language and can't select "set it up for me" and "i'll set it up myself" choices.
