Why the specific need to do this without an app/plugin?
This will require a lot of work on your end to make and maintain the integration. Using an app in Jira with a plugin in Jenkins will make your life a lot easier.
Using an app will make it a lot easier for you.
My app for instance,Jenkins Integration for Jira, provides a lot of features to show Jenkins data in Jira and visa versa.
