Is it possible in a standard way to link Jira and Confluence to Microsoft's One Drive.
Or is an addon always needed for this

What do you mean by "link Jira and Confluence to Microsoft's OneDrive"? 

I am not aware of anything built-in, for example to share documents from elsewhere rather than store them in Jira and Confluence.  There appear to be some marketplace apps related to syncing (rather than replacing) the Atlassian file storage: https://marketplace.atlassian.com/search?hosting=cloud&product=jira&query=microsoft%20onedrive
