1. I want to know about the backup and restore policy of jira bug tracking and its retention policy?
2. Can i save the backup of jira on my local system?
3. is there any charges for backup data?

Atlassian does regular, nightly backups for disaster recovery purposes - these are not generally available to customers. You can make your own backups up to every 48 hours that you can save locally.
