i used the admin helper to check where the user has assignable user permission.
to my surprise the result showed no error and said the user has the permission but it said the the permission scheme is : FA: Simplified Permission Scheme
which i don't find it among the list of permission schemes in my project.
FA is the short code to my jira software project
Also Adding to this
i am also not able to get the work log of some users that are logged through git commit with time .- i have integrated my git with my jira project so as to log the work
Is the FA project a team-managed project?

Ok, step away from the permission scheme and look at the role permissions set up in the project settings -> access -> manage roles - these define who can "work on an issue" and hence the assignee list
