How to enable these setting for org admin?

That would certainly be odd. Tell me more about these projects. Is it possible that these are archived or trashed projects?

thank you for reply ..

All are active projects but i have deleted Groups from "Administration access"  in

Site Settings>>Product Access  menu. i  have revert that and able see "Project Settings" option for all project.
