I want to move a board (company managed software) to a new location/project (team managed business) can i also move the issue types, workflow and all Jira issues in bulk

The short answer is no.
Team Managed projects don't use the Schemes that are used by Company Managed projects to define the project configuration elements, like Issue Types and Workflows. You would need to first set up your Team Managed project with the Issue Types and workflows that match what you have in your Company Managed project. Then you can Move the issues from the Company Managed project to the Team Managed project.
Note that there may be some loss of data. For example, Team Managed projects don't support the native Components field. Team Managed projects also don't support more than one Subtask issue type.
If you have Release Version information in your Company Managed project, that also would need to be recreated in the Team Managed project.
Note also that the native Board for a Business project is quite different than the Scrum and Kanban boards typically used with Software projects.
Your experience working with a Business project and its board compared to a Software project and its board will be very different.
If you proceed with this course of action I strongly recommend that you set up a test Company Managed Software project that is the same as your current project, and create issues in it comparable to your current project. Then create a Team Managed Business project and configure it as needed to match the Company Managed project for issue types, workflows, etc. Then try moving a few issues to see how it goes. Do thorough testing before you start moving your production issues. There is no "undo/revert" option when you move issues from one project to another.

The two project types aren't designed to work together. You'll need to recreate your issue types, workflows, fields, etc.
As Trudy mentioned, you will definitely experience some data loss if you aren't careful. I would recommend that you do an export of your issues and map your field data to the new team managed fields.
