The Bulk Change feature cannot be used to modify the generic links between issues.
If you can create a filter that can select the issues that you want to link to the one Story, then the change could be executed through an Automation Rule. If you don't have permission to create an Automation Rule you may need to contact your Project Administrator or the Jira Administrators.
