I have upgraded jira version 7.6.0 with backup files server.xml , setenv and recent export file . Due to some issue conflicts its not working so in unstalled jira version 7.6.0 and deleted all files . so when i upgrade its not working . i installed again jira version 7.6.0 as custom generating new port number .is it possible to take backup in re-installed jira version 7.6.0 .
Database : bin/config : Oracle 10g.
There are a few questions here:
The reason I put these questions to you is one it is better to go back to basics to the last working version and we proceed from there. Once you get your old version of Jira working again, we can then begin planning any upgrade and ensure you follow Atlassians upgrade guide for each major/minor versions between where you were and where you are now. Also the logs if you collect them let’s us know what or where the problem may lie and we can then advise from there.
Lastly to your original question, can you restore the backup again on a new Jira 7.6.0 instance again, the answer is yes, however we cannot guarantee you do not get the same results.

Firstly i installed jira version 7.2.3 then i upgraded version 7.6.0 . actually i have tried major upgradation to jira version 8.14 . database compatibility is not supported .then i again upgraded to version 7.6.0 . In that i can see issue button but when i click on search all issues it is blank . so i completely uninstalled 7.6.0 version and deleted all files. i have back up files like latest modified export file ,setnev and server.
i re-installed version 7.6.0 after that i tried to take backup with filename.zip .Below is the error i am getting.

From what I see above, you are not taking backup but restoring a backup.
Also, you are trying to restore a file that the application cannot find in the directory you specified which is the error it is returning to you.
Are you restoring data from a local instance/where is the file located exactly?
Please make sure that you open the location specified and make sure the file you typed in there really exists. for example I see you have a -- in the name but I cannot say if this is correct 2021-July-27--1516.zip.
Go to C:\Program Files\Atlassian\Application Data\JIRA\import directory and verify the file in question is there and not in the export folder. If it is in the export folder please copy it over.

After trying attempts I can able to restore the file but the problem over here is after restore immediately getting logout and when i try to enter user name and password is incorrect. I recovered password in bin/Setenv
JVM_SUPPORT_RECOMMENDED_ARGS=-Datlassian.recovery.password='<your-password>'
After password reset when i go back and check whether the file is imported or not . the file is not imported. please suggest further steps .

Now I am able to see projects But there is no issues found . when i click on search for issues . The page is blank . please suggest the steps to get back all issues in UI.

@priyanka raparthi It would be easiest if you get us logs from your <Jira home>/log/atlassian-jira.log.
Only then can we see if there’s an error when the import was carried out for example.
Also, consider indexing the application if that helps but if it doesn’t then the logs would be the best bet.
One more thing is as I do not know if you are importing the correct Jira backup, which I hope is not the case here, I really can’t say why this isn’t working.
Get us the logs first after perusing the file for anything suspicious and copy that for us here.
