how to enable the user CSV importer

Hi Team

May I know how to enable the user CSV importer in JIRA. Obviously, i do not want to give the admin privilege to the user for importing an excel/csv file. The help documentation says, its possible by enabling CSV importer. May I know where I could enable this in the system

Anyone who wants to use the CSV import function needs administration access.
