how to enable Jira user to create projects

for me it seems that only users with admin - status are able to create nwe projects.

I would like to enable a specific group (a team) for creating new Projects.
But - nevertheless - the system should know only one administrator.

You can't. As it says, you have to be an administrator to create projects.

There are some add-ons which allow you to sort of delegate it, but natively, no.
