I want to document business rules and generic requirements, further I want to reuse them in specifc requirements. Whats the correct way?

 

Could somebody help me on the proces..

You could write it as a User Story:  "As a user (of the system), I want that business rule XYZ is guaranteed."

Hi, I am not sure if you got the answer, but one way could be adding a custom issue type in JIRA, otherwise, that's where Confluence comes into the picture.
