You can create new templates for you Space or for the whole confluence insurance by going to the space settings, the to Content tools and then to templates. There you can create new templates you can use on new page creation and also bind to 'Create from template' macros
When you create a Confluence page, you can either create a blank page or it will offer you a list of templates - one of which is the Retrospective which you can choose.
If your Jira and Confluence are linked, it should also offer to create you a retrospective for a sprint when it closes.
