Currently it doesn't let me change the default assignee (which isn't working and added to the members), if i create a new ticket. also if i change the settings:
Go to project settings --> Details -->Scroll to end of the page and change the default assignee to Unassigned or Project lead. Its better to keep default assignee as unassigned.

Could you please check if the "Allow unassigned work items" in the Settings> System > General configuration> Edit settings is turned OFF?

You are saying you cannot change the Default assignee to be unassigned? What happens when you try to save? Do you get an error? Please can you share a screen?
