how to add a custom NFR to all projects

Hello!  We add NFR's to all new projects (Epics and Stories).  We need to create an additional NFR that gets generated with each new Project with custom check box fields.

I am not finding any solid documentation on creating a custom NFR.

Is this something that's possible with JIRA?  

We are running Server based JIRA 6.4.11.

What is an NFR? Is it a custom field? Requirements? If it's just a custom field, create them and add them to the Screen Schemes of your project. All future projects that will use this scheme will automatically have this custom field.
