We are loaded too many small, unnecessary files. Social media icons and more.
Is it possible to limit minimal the size of the uploaded file? I want files less than 3 kb not to be uploaded

There is no way to do this, Jira doesn't have a minimum size setting.
Why is this a problem for you though? What is it breaking? Why would you want to stop people being able to attach files that are relevant to the issue like snippets of log or emails?
This sounds like a human problem, not something you should fix with technical restrictions. Have you tried asking your people to not upload stuff if they don't need to?
tasks are created from message. people don't intentionally download unnecessary attachments. social media icons are contained in captions. Your answer is clear. Thank you.

Ah, yes, icons from emails, annoying things which I'd prefer to dump as well. (Just because they look ugly)
If your emails are coming into a JWM or Software project, they will be being processed by a Jira email handler - you may want to look into using a different one, as a couple of them can do things like stripping previous conversations or email footers (where icons are usually jammed in pointlessly).
Or look at the mail handler apps like JETI or JEMH which are a lot more clever than Jira's email handlers, and able to trap and remove footers better. (These can also work with JSM projects)
