we have 9 projects using jira, each with individual boards. how can I link dependencies across several teams? and how can i should this information in one place like a filter or dashboard?

You can use the linked issue functionality to link issues among projects. Now, to display this information on a filter I would simply create a filter with all the issues and simply add the "linked issues" column on the results.
