how do i create a board from within my project?

in old jira it used to be underneath the project name as an option

Go to Boards tab --> View All Boards.
Over there you'd see "Create Board" option at the top right corner of the screen. 

Select between Scrum/Kanban and chose to create a board with an existing project.
