how do I create a pre-defined template for repeatable issue for a different user like a request for

would like to create a predefined issue so when any new user put a request for a new software license they can add all their info to the template

Hi Hamid - Welcome to the Atlassian Community!

Can you provide more exact steps/information for your request? You might be able to do something like this using the ScriptRunner add-on, but I don't think you are going to get that out of the box with Jira.
