Each project in JIRA can have an unique workflow per issueType but you can't have 2 workflows for the same issueType in the same project.

No, it is not.

Tarun is right - there is a single workflow for any issue type in a project.I suspect you are asking about something slightly different though, could you explain what you are looking for?
