where to get the set up wizard for JIRA?

Welcome to the Atlassian Community!

The installer runs and installs Jira, then starts it up.  You then visit it in a browser, and it will run you through the setup steps from there, including getting you to visit Atlassian to get a licence (if you don't have one already)

But, you will not get a new licence for Server, of any type.  Server is going away this time next year, so both evaluation and new licences were stopped a few years back, to push people to choose between DC and Cloud, and we can't even change the numbers of people on existing licences now.
