JQL (advanced search) lets you enter absolute dates (such as 26/10/2016 ), relative dates (like -4w for "four weeks before now") and has some functions such as startOfWeek() too.

You can use these with any date type field in JIRA.  So things like "updated < -4d" will show you issues updated more than 4 days ago.
